encryption only applies to headers. blocks traffic sniffing from ISP though p2p is easily detected simply by the way connections are made. full proxy slows torrent down to crawling. Using a proxy to connect to the tracker adds a layer of anonymity as your real IP don't appear to anyone who isn't actually connected to you. (like 10 of thousands for example)

Yes sued is civil. Its not criminal. If a law gets broken then its criminal matter. But you can sue yourself In the Us
