can you open the cd rom tray using the button on the drive,on your case? does the light flash? and what software does your webcam use? perhaps the directory pointing to save images is incorrect/non existent so the software doesn't really do anything. do you get some error messages when you try to save? anything else we should know?

if your using windows xp see if you can open the dvd drive by right clicking on the cd/dvd drive and clicking eject. (computer on vista and windows 7)

for the audio capture,it is possible that some system components aren't properly registered, you could try another capture software and see does it give problems or reinstall the current one. for the cd/dvd drive,it is possible that it has just been disabled in the o/s,check the task manager. try to boot from the cd/dvd drive with your windows disc to see does it work and check in your bios setting

is the system setup to boot from cd/dvd,in boot order section and other settings that may disable the cd/dvd. when you say insert disc into cd rom i assume you can normally open/close the tray. that is good,it is possible that its just some small configuration problem
