Today it would mostly mean the type of device that u using in the older days most phones could not connect to a website as it was to big to display on a cellphone screen also the data associated with the site would be to big for the phone to even handle the size and u would get an error message saying your phone ran out of memory meaning the processor of the phone could not handle the webpage that's why we had WML pages which were suited 4 mobile devices. Nowadays most phones have bigger processors and can access the web and wap pages also with the advances in markup languages such as HTML pages could be better displayed on smaller screens.

Its not about the speed.. Give me a old dialup modem from the 1980' with a 486 pc and any phone today will run faster than that..... A 486 back in the day with windows 3.1 had a 8MB RAM called dims and proply even only had a 1GB HDD which was almost as big enough as a powersuply is these days... So don't tell me. Pc web and mobile web is all oubout speed.
