I was in Dubai when it rained for real and their drainage couldn't cope and everything flooded

In China they built a whole city from scratch but as soon as people started moving into it they immediqtely noticed that whenever it started raining there the drains would block up and there'd be flooding. It turned out when they examined the drains they were found to consist of nothing more than drain covers covering small holes in the ground and that's it, there was no underground pipework connecting it to the sewers or anything. I presume they did actually build a sewerage system or it would have become very noticable very quickly
