i think the company in usa is called N.O.A.H or NOAA who do the cloud seeding and i know they just don't stay over usa .....

That's where they release a mist of fine particles into the clouds so that the water vapour will form droplets around the particles, which then fall as rain? Something they've been doing for decades, sometimes using planes as the particle delivery method(likely contributing to the origins of the chemtrails conspiracy theory in the process) or more recently by firing rockets up into the clouds to explode like fireworks and spread a particulate with the same droplet forming effect. Creating temporary rain is nothing new and doesn't really count as ''manipulating the weather'' as such, or certainly not like you're imagining it with your misunderstandings of HAARP and/or basic scientific principles.

As I think alanball reminded us all a month or 2 back, Trump wanted to control the weather by nuking a hurricane, and wakeup didn't like that some of us mocked him and his fragile fuhrer for that!  I reckon that's why he's gone off on one about weather control conspiracy stuff out of the blue, he'll have been stewing about that for weeks and he finally found something about weather manipulation that he thought he could use to try to salvage some credibility in a stupid online argument that he lost ages ago and we'd all forgotten about.
