So it sounds like u could have done it but then something happened and now u can't do it?? So what dit U do so that u can't do it anymore.... There's always a reason something stopped to work propperly and its always human error... Do factory reset or change back to ur original UCweb settings if you edited them to what some people around here gave info on as free internet and stuff.

MTN has restrictions for downloading specific files as well as accessing certain websites. I suggest you switch to a different network.
