Rumour is you play the accountant of a crime boss....they've poached ex Microsoft Office devs to make sure the spreadsheet is authentic. You spend most of the game working in an office, though there are other missions like going out to do the sandwich run, and changing the bottles on the watercooler

Its been noted that rockstar have taken fan feedback very seriously this time especially in regards to a Vice City setting but without having to go back to the town itself so have gone for another high profile, drug ridden, celebrity filled, prostitute clad, sunny town, no, not london on a summers day

Yeah, despite all the rumours. The FIVE in gta5 sorta gives it away that its US based. Dunno why they dont just do Kerachi or Wales
