Surely the only significant differences are location and convenience, much as an alcoholic has to (generally speaking) leave the house to enable their addiction. It'd still be just as detrimental to them if they didn't have to leave the house to buy alcohol.

On the alcohol issue...you can get it delivered to your home many ways...
But in a pub there is a duty of care not to serve someone who is deemed over the limit..
In betting shops there is also a duty of care to at least have a word and guide people to responsible gambling and/or professional help
