Im not sure such an app exists dude! It just dusnt sound rite, for it to work u wud hav to upload ur site evry time u change code etc and to b honest i dont think any1 wud set up a server for that. Then again i cud b wrong x

I think it could be done. The software could allow you to create/edit/save the files then connect to the server to upload them, it wouldn't need to upload the WHOLE site, it would just need to be able to browse the folders on the server, retrieve files for editing or viewing and then append or delete files. It would work beautifully if done right. JavaFTP it could be called.
