You trade with anothet user. Think online trading card games etc. The main difficulty is trading with Steam for another game, probably not possible. Steam would want to make money from it, so trading with other users could cost a small amount in future.

I tried the trading Beta.... You can't trade games you've installed. It's unplayed games only.
