Yes, it could create a massive bias. He could be looking for pretty girls or whether someone was black/white, but he could also easily claim it's just for identification or to see if they have a professional appearance. Your photo ID is required in many circumstances while applying for a job.

I would enclose a picture if that's a requirement. If it makes you uncomfortable, don't apply. Big deal?! There's probably laws to prevent him from misusing the pictures and/or the applications negatively.
