just watched and it did occur to me that it looks like a bit of an execution. I suppose they were focused on his vest which you can't see.

Can't afford to take any chances if there was even the slightest risk he could have detonated a suicide bomb vest. There was no way for them to know if it was a fake or not. Bravo to the members of the public who held the guy down and wrestled the knife off him before the armed response unit arrived and finished the job.
