i know a primitive way for most systems.password protect the administrator built in account (or other account with admin rights),take ownership of the folders as administrator so that any other account cannot read them.then use the runas command from context menu to access them

another way is to use a free 3rd party app FolderDefence. it can hide folders beyond scope of folder options interface,it can block access to them and uses a well stored master password on accessing the application.no special requirements like java or .net.. hopefully it works on win7 too.its a small practicaly portable app so its easy on download,try and see..
