what? Your Windows GUI isn't determined by your GPU lol it really depends on what you want in a video card, both are capable. I like both, prefer Radeon but I've used plenty of nVidia cards.

if i buy the hdd, if i put it in an external case could i copy steam games to it or download them onto it so whe i put the hdd in my new pc the games are all ready?

Yup, if you copy the game files from the syeam directory, or use the built in steam back up tool and then simply copy the files over to the new PC you wont need to redownload them.

You will need to do a few things. Connect the external HDD, start, right click computer, manage, storage, disk management, select the drive and right click, shrink volume, shrink the volume to 81920MB (80GB for the OS partition), right click and format the unallocated space using the default options that come up, copy/cut the steamapps folder in the steam install folder to the non OS partition.

Then you can install Windows to the 80GB partition. Install Steam to the non OS partition and then move everything in the steamapps folder that you copied before to the new steamapps folder that the Steam installation created. Games might not work when you first try to launch them, but all you have to do is right click on the game in Steam, properties, local files tab, verify integrity of game cache.. Then steam will check the game files and probably download a few MB's

the backup option works great. used it on skyrim many times when i broke the game with some bad mods.
