The gov. dont really care, most banks require assets before they grant loans. If you still have a job thats bringing in lil then you'll have to manage and cut ur coat according to ur size till things improve.

Its not necessarily belonging to an institution but being a government worker, we have institutions where u can borrow and an amount is deducted from ur salary to settle the loan. Theres interest paid but at the end of the day, the problem is solved!

Yes and no. Not all people are reached. We have people in remote areas who dont know that such help is possible let alone how to access it.
