I didnt really find sephiroth or kuja that evil. I thought ultimecia in ff8 was and shes only at the end of that game. My pick ozma in ff9 i know ozma isnt really a villian just a boss fight at the chocobo air garden and shouldnt really count but i think it should as ozma is pure evil i have only past it once it that is how evil it is. But if we want actual villians id have to go with x-2s shuyin.

queen brahne as she was willin to kill garnet. or ultemecia for takin ova edea.
